When you flush eggs you randomly get anywhere from 8 to 14 and then she's bred for the season. You can't flush again until next month. When you pull eggs, you get one egg at a time and you have to wait five days to pull the next egg, so the cap is just how many five day wait periods you can fit in the month. You can also flush eggs five days after pulling, so you can pull a few eggs and then do a flush at the end, but you can't pull eggs after flushing because flushing counts her as bred for the season.
