    Do foals from ranked horses inherent the parents' ranked? Also, what are thoroughbreds and can I breed them myself?

    No, they don't.

    Thoroughbreds are a Breed Characteristic (BC) that you can apply to your horses. You can find these under Manage My Breeds where you can buy BC tokens to buy a certain breed. Once you have that, you can set which horses you want to be that BC, and your horses will be thoroughbred.
