Papering only for upgraded members?

Is papering horses only for upgraded members? I see horses for sale with paper levels like Red and Star, but I don't see the option to test for this on my account. Thanks for being patient, I'm new!

Yup. Your new member quests will award you enough hbs to buy your first upgrade with hbs though.Need to contact me? Read this first.
